Laws, licences and regulations
A lot of the work we do involves keeping the public safe and protecting the public from nuisance through rules and regulations that apply to everyone. Generally, that involves administering laws, bylaws, regulations and licenses for a very wide range of activities. It also includes developing and implementing a range of plans and policies.

Bylaws are local legislation, enforceable by either Council staff or other nominated agencies. In most cases, Council makes bylaws under the Local Government Act 2002 and they are generally made for one or more of the following purposes:
- Protecting the public from nuisance
- Protecting, promoting, and maintaining public health and safety
- Minimising the potential for offensive behaviour in public places
Our bylaws cover a wide range of Council functions. When making, amending or revoking a bylaw, we consult with the public before making a decision.
Our policies outline the approaches that govern how we carry out our work for the community and what guides the decisions we make on behalf of the public. They cover an a-z (or y) of topics from Accessability to Youth, and spanning everything from gambling to finance to road-naming and in between.
Someone once said to fail to plan is to plan to fail, so we have no shortage of plans at Council.
Our plans include the Long Term Plan (which this website is all about) along with an annual plan for every year, and an annual report.

One of the ways we help to keep people safe is through licensing different activities, from food premises, to liquor outlets and events, stalls, busking, hair dressing, camping, to directing funerals!
